Only 10 simultaneous users seem to be able to login to my Mac OS X machine at a time.  Is this normal?  What can I do to get past this limit?

Yes, unfortunately, this is normal.  Apple built-in the 10 user limit to the AppleFileServer in Mac OS X Client.
Currently, I don't know a way to enable more than 10 simultaneous users to be able to connect to one machine using the AppleFileServer.
One possible work around is to create Samba shares and mount the shares via Samba.
